I've been concluding fair use is not really allowed for a local Wikipedia. I think it's time to delete them, unfortunately. Any objection?

Why not? Local Wikipedias can have fair use if they meet some requirements. Many wikis have that. And if the purpose is to illustrate the work of an artist then what other way is there than to use one of the works? That's the reason why I wait before deleting them. However, concerning other files (those with big licence problems), I think I would be obliged to erase them, otherwise we would probably get our wrist slapped.
