This file was uploaded to wa-wiki with a statement that it it is uploaded with permission of the photographer etc. If possible a permission should be sent to the OTRS system (click here for more info).

Please notice that wa-wiki did not use OTRS at the time the file was uploaded. So per Commons:Commons:Grandfathered old files the file should perhaps be grandfathered, rather than just to delete it.

Also see c:Commons:Deletion requests/File:Wëll Lann 001.jpg for a case like that where a DR was closed as keep. Files uploaded before 2007 could in most cased be moved to commons with the template {{Grandfathered old file}} added.

The precautionary principle still applies – if real doubt remains, the file may be deleted in a deletion request.

If the file was not uploaded by an admin or a very experienced and trusted user then that could be a reason to doubt that uploader informed the copyright holder about what it means to release a file under a free license.

OTRS was first mentioned in wa-wiki in October 2014. This template should not be added to files uploaded after that date.

The template should also not be added if uploader is still active unless uploader has no way to get a new, written permission to send to OTRS. As a minimum uploader should be asked and make a formal statement that he/she got an explicit license but that it is no longer possible to get a written permission.
